[Koha] Update Release Notes of 16.11.00 ?

Hi to all, I see tha release notes of 16.11.00 have few notes about new features and enhancements. I'm inserting notes about them, util now all new features and same enhancements. Do you think is it OK to update release notes into the code and create a new 'news' with more notes about the bugs ?
