So you did run sudo a2enmod mpm_itk What was the output of that command? Note that mpm-itk has gone from being a true MPM to just being a module that hooks into prefork. You can safely remove the old apache2-mpm-itk package if you still have it installed.
So it appears that there is no file mpm-itk to enable.
