[Koha] Fines for Short Loan Items

We have installed Koha 2.2.9 on Windows XP. We have a problem with completing the system parameters for fines for our short loan reserve collection where items can only be borrowed for 2 hours. We tried inserting 0.2 in the number of days component but this did not work. Is there any way of using the system for loans that are in hours rather than days?
