IPCOP was the problem. I suspected something was wrong when couldn't ssh into it and it wouldn't update entries I made on the web interface. Rebooted IPCOP. Now everything is working. And I found a quick fix for the name to ip problem. I made an entry in the hosts file of IPCOP and now I can type library into any browser in the school and the koha page comes up. Thanks for pointing me in the right direction. 2009/1/18 Paul Fisher <paul.fisher@mail.rit.edu>:

Thanks for the prompt replies.
The server with koha on it is at school. The school connects through a DSL router and IPCOP. The router has an external internet ip address which is set up with a dyndns.org dynamic dns address. The the internal ip address for the router is 192.168.1.1 The IPCOP external ip address is 192.168.1.2 The IPCOP internal ip address is 192.168.0.1
Do you have ports 80 and 8080 forwarded correctly on your IPCOP system?
You also might want to see if your ISP filters out ports 80 and 8080 -- sometimes they frown upon customers running servers. In that case, you can simply change to different port numbers, but you'll (unfortunately) have to remember those every time you access the system (that or bookmark it).
