Tony, what version are you using (2.0.0?) and what is your OS? I notice your comment about Z39.50 and wonder if you've started the daemon or not. Also, you're absolutely right about having to be superlibrarian to do most stuff. There are some bug reports that _sort of_ address this, but I didn't see any that really looked quite right, so I entered a new bug (http://bugs.koha.org/cgi-bin/bugzilla/show_bug.cgi?id=798).
