Something for the devs... OK, there's a syspref called AnonSuggestions, you set that to the borrower number of the 'anonymous patron' and that should fix it for you.
However, you have uncovered a bug: if that syspref isn't turned on, the suggestions link should force the patron to log in before they can add a suggestion. Could you add a bug report to bugzilla for that?
