[Koha] "Script not found or unable to stat", "Premature end of script headers"

I am getting these the error "premature end of script headers" when I try to run the Perl script newmember.pl and the error "script not found or unable to stat: /data/koha/apache-koha/cgi-bin/koha/circ" when I attempt to run the Perl script circulation.pl.
