A beta release of Koha 3.16 is available for download at http://download.koha-community.org. More details, including draft release notes, can be found at http://koha-community.org/koha-3-16-beta-released/.
I strongly encourage folks to download and test the beta release. General release of 3.16.0 is scheduled to occur on Thursday, 22 May.
