Remove the VWML in the second column by setting the pull down to 'all libraries'. If a news item is set to a specific library, even if you only have one, the news entry will only show if users are logged in.
Also try to set the publication date to an earlier one to see if that changes things.

Check in Koha menu "Tools > News" for the said parameters what is standing in column "Library". Try to change it if there is a specific library name resp. "All libraries". At least this helped when we encountered such a problem some weeks ago.
