[Koha] How to limit a staff to check out and block patrons?

Hi Everybody, My library has students (who work part-time job). I don't want their permission as *borrowers* because they can change patrons' infỏrmation, change category,... or destroy Admin. They should have 2 priviledges: 1. Check out a patron; 2. Block/ lock a patron when patron returns books late. I don't know how to do that. Please help me!
