Hi Ashok,
1) email-to-sms feature of Koha does not work in India. Up until 2006 - 7, Indian telcos did provide this feature, but since then most (read airtel, vodafone, aircel, idea etc) have discontinued it.
2) Most of the SMS::Send drivers that you will find on CPAN won't work in India. This is due to several reasons, most importantly because of TRAI (Telecom Regulatory Authority of India) rules and stipulations.
3) Only two open source SMS::Send drivers are available that work in India so far and incidentally I wrote both of these. The esms driver is only applicable to Kerala (it uses the Kerala Govt's SMS gateway).
Think of the send drivers as SIM cards of a cell phone company, if you want to use a particular bulk SMS provider, you need to have their specific SMS driver. So in India, it is basically either you write your send driver in perl or get someone to write it for you.
