      Greetings,

There is no link (currently) between a patron category and patron 
permissions.

1) Login to staff client
2) Click Patrons
3) Click the letter of the person's last name (e.g. Frank Peters would be 
listed under 'P')
   3a) if a list is given, click the name of the person, not Edit.
4) Click 'More'
   -- You should notice a 'Set Permissions' entry.
5) Click 'Set Permissions'

Fix the permissions, save, and be glad you don't have to do that all the 
time. :)
