sorry, I am out of ideas then. What you see seems to be related to

CheckPrevCheckout is set to "Do", then checkouts are blocked at the
SIPServer (Needs Signoff]

Turning the feature off should still have worked I think.

    configuration changes to take effect. That's what I'd try next.
