Ports below 1024 are privileged. When I tried using port 210 (the usual port number for Z39.50) I got a "permission denied" error when I restarted Zebra. The error message was in /var/log/koha/<LIBRARY>/zebra-output.log: 19:03:20-10/01 [fatal] Failed to bind to tcp:@:210 [Permission denied]
