When I did it, I asked the systems librarian to make it happen. There's no systems librarian here; in Koha I believe you would go to your MARC Frameworks and edit subfields constraints for 521. Under display more constraints, there is a checkbox for "is a URL" and that should make your reading levels clickable to other biblios with the same text string. You could get fancy and use Authorized Values so that your staff have text strings from which to choose, this would also provide uniformity to that field. I hope this helps,
