[Koha] Regarding uploading files in koha (not related to bibliographic records)

Hi, Iam interested to know how we can upload files in koha. Iam already aware of the process to attach files to a bibliographic records / attaching files to a member / and in aqusition - http://kohageek.blogspot.in/2015/12/attaching-files-to-catalog-records.html . What Iam looking is uploading an excel file or a pdf where I can ask our library members to recommend books using the excel list / displaying a common list holds available in library etc... to all our library members using news feature under tools.
