If in addition to the particular text format accepted by Spectrum, the MARCMaker/MARCBreaker format [1] was accepted by such a tool, it would be even more useful.
It's been a while since I've done anything with it, but a MARC::File:: module for working with this format is available on CPAN: <http://search.cpan.org/~eijabb/MARC-File-MARCMaker-0.05/>.
