I see that the patch that's there is in "Patch doesn't apply" status. If you wanted to ensure it was in 3.18, then it would have been most effective to do the work required to make it apply, or contract someone to do that. I'm sure Jessie would have loved some extra material support to help the success of his work.
Given that the "free" in "free software" is referring to, among other things, "freedom to modify", it's totally within your power to help get features you're interested in in to a particular release. You don't have to solely rely on the community to do it for you, and so be disappointed when these volunteers or employees of other companies and libraries don't get done the things you feel are the most important.

Thank you Robin for your reply. OMG, I have just realised that "Patch doesn't apply" status really means "patch needs help to get it done". Honestly, such status for someone new to Koha and not an IT expert, is confusing! Had I know that feature needs help, I would have done what Robin has suggested!
