Has been done before, the company I work for, mandumah.com, is a digital library archive of journal articles in pdf form. Basically, I need to build a library of searchable bibliographical records for these media via OPAC as well as providing via z39.50. I am thinking of treating each organisations as library branches where an individual or two from each organisations will maintain their own catalogue while I will be acting as the HQ Library to oversee all the catalogues. There won't be any acquisition, borrowing, etc. except for Catalogue and OPAC.
