Ok tanks a loot Janusz. I create default rule, but not restart apache. After restart works ok. And a can make hold from admin interface. But now is my another question, why i don't have place on hold button in client interface?

How about issuing rules? This is what the conversation on IRC was about. Cf. sub CanBookBeIssued in lib/C4/Circulation.pm.
