I tried searching system preferences for 'did you mean' and 'didyoumean' - it wasn't found. I looked through the Administration preferences, and the OPAC preferences with no luck. The recommendation functionality is enabled via Administration | Did you mean? If you're looking to just change the wording of the "no suggestions" wording, the relevant CSS class is nosuggestions and the relevant OPAC template file is koha-tmpl/opac-tmpl/{prog or bootstrap}/en/modules/svc/ suggestion.tt
