[Koha] Last seen

I think we at NPL have been working under the assumption that an item's 'last seen' date is updated when an item is either issued *or* returned (regardless of whether the item was checked out or not). But a simple test shows this isn't the case. Is this the correct behavior? Underwhat circumstances is an item's 'last seen' date updated?
