You should be able to install perl modules under $HOME and add the path to PERL5LIB in the htaccess file. You will have problems building them without a shell unless you have access to a compatible system to your hosting provider. libyaz and Net::Z3950 will be especially tricky. If you are installing without root, I believe that you can use the koha 2.0 installer if you have a shell and two virtual hosts. I think it should be possible with one virtual host, but it needs some code changes. The opac user can be your normal user if it must, I think.
