This could probably done through intranetuserjs of koha's system preferences.
No, because the problem is that the data is not being made available to the template by the script. There's nothing a client-side system can do in that situation. Koha doesn't provide an easy way to find and display arbitrary MARC data unless it is an interface which uses XSLT.
