It seems that as you found, you can't do anything if the pref is set to ON. Also we would need to know more about how this is done (as the whole point of authorities is to avoid similar variations of the same name, the system should at least prompt the cataloguer with close matches before creating a new authority automatically). So, while you are on the trail, please could you ask around and see whether that is supposed to work, and if so, document how? Many thanks for all your work on a unified manual.
