You can crack open a command prompt and run:

netstat -ano | findstr 8080

You should see output similar to:

TCP  0.0.0.0:8080 0.0.0.0 LISTENING 

The 8080 part is the important info. It should
have a status of "LISTENING".

To show all listening ports:

netstat -ano | findstr LISTENING

Look for port 8080. If no 8080 -- there's your problem
( or, one of them ... ).

This will tell you whether or not your server is allowing
connections to port 8080 ...which is where your staff client 
lives.
