[Koha] Installing Koha 3.00.00 on Windows.

As a new universtiy, we have been playing with Koha 2.2.9 on Windows, using the following programmes: Apache 2.2.4 MySQL 4.1 Active Perl 5.8.8 Build 817. With the release of Koha 3.00.00, we were interested in installing it from scratch on a different computer. How do I do this, as teh release notes are about 'updating from 2.2.9"? Or is it only possilbe to update? Thanks, Carmel YOung.
