[Koha] OPAC UI Changes not showing up

Hi Paul,

can you describe the problem in a bit more detail?

First thing I notice is that you write about changing the OPAC, but
StaffLoginInstructions is for the login page of the staff interface.

Are you on a version where this is a HTML customization or a system
preference? If it's the first, make sure you have set a publication date
in the past and pick "All libraries".
