Could you make a new patron category that isn't allowed to check out books? You could add a notice on the checkout screen: "No checkouts." You can probably do it with the tool Batch Patron Modification, though I've never used it myself.

Not really. I am looking for a situation whereby once a user have been cleared in the Koha, the person who has been cleared cannot borrow books from the system. When such a person attempts to borrow a book, the system will deny him/her.
