[Koha] Background jobs stuck at "New" and can't be kick-started

Hi Aleisha and all,

maybe Marcel and I were thinking about the same bug:

Worker dies on reindex job when operator last name/first name/branch
name contains non-ASCII chars

It looks like it hasn't been backported to 22.05 yet.
