[Koha] error checking in auth import?

Hi folks

I've had reports of Koha importing batches of authority records even when some of those records do not have a 1XX tag: Is this something others have seen? I'm hoping to chase this further, gather evidence and file a bug report, but it just sounded so weird I had to share first.
