Sorry if someone else has replied already and I missed it. I can think of two options.
First, would your Powers that Be let you remove the hard drive and replace it with a blank one on which you could install Debian? Probably not, but maybe worth asking.
Second, you could install VirtualBox, then set up Debian and Koha on it. This may be more palatable to the Powers that Be.

Thank you for your immediate response. Yes, we have requested NOT to install windows and it turned out that windows 11 was installed when we received it. Due to the windows 11 license version, we could not remove it.
It came back again and we lost hope.
