[Koha] Koha 21.11.10 version, New Patrons email notice

Hi folks,

I've checked the history of 21.11.x branch but I don't see any changes 
in C4::Letters.pm nor tools/letter.pm between 21.11.07 and 21.11.10...

I will have a look on this today see if i confirm the bug. (have a 
couple of patches to backport to prepare for 21.11.11 release).
