Hi Suresh,

I don't believe it to be a configuration issue.

16.05 and 18.11 are quite old now and there won't be any fixes for it.

So a good next step would be to test if the problem still exists on
current versions of Koha using the demos
(https://koha-community.org/demo/) or the Sandboxes
(https://wiki.koha-community.org/wiki/Sandboxes). If it does, it would
be great if you reported a bug on bugzilla for it.
