[Koha] Framework ACQ causes mutilated special characters

Hi Caroline

Unfortunately it doesn't help just adding MARC 000, or adding MARC 000 
and setting a default value of "     nam a22     7a 4500". Still special 
characters are mutilated. I have now tested this with Koha 18.11.03, 
19.11.05 and 20.11.00.

I have commented the bug report accordingly:

(UseACQFrameworkForBiblioRecords default framework is missing LDR 
breaking encoding)

One library uses the following workaround: Instead of going to menu 
"Acquisitions" and adding an order to the basket "From a new (empty) 
record", they first create the title data record and then add the order 
to the basket "From an existing record" by giving the number of the 
created title data record.
