[Koha] upgrading from 21.5 to 21.11

you've run into *Bug 29631*
<https://bugs.koha-community.org/bugzilla3/show_bug.cgi?id=29631> -
21.06.000.12 may fail. If you follow the discussion on the bug,
especially comment#18 that might help you solve the issue. The fix will
be released with 21.11.01.
