[Koha] Onboarding not working for language de-DE

Hi Stephan,

I just ran a test on 20.05.03 with de-DE and the web installer finished
fine for me including the onboarding. So I think/hope there is no bug
hiding there. Please let us know if you still have a problem with the
installer.
