[Koha] Add 999$c to Zebra index

[Coehoorn, Joel]

This is EBSCO Discovery. The service is connecting successfully, but then
getting now no results back from this query:

find @attr 1=12 59

They see:

Received SearchResponse.
Search was a bloomin' failure.
Number of hits: 0, setno 1
Resultset status: none
records returned: 0

I honestly have no idea what that means, but they're telling me it
indicates 999$c is not indexed. How else could I address this?
