[Koha] Superlibrarian cannot override non-renewables

Our superlibrarians cannot override items listed as non-renewable.

We have set the following preferences:

AllowRenewalLimitOverride: Allow
RestrictionBlockRenewing: Allow

Koha: 18.11

I thought i've read something about an initial setup being incorrectly
installed as a solution, but i now can't find the post.
