[Koha] 18.11 Release

Unfortunately we hit an issue during the packaging, Mirko filed a bug here:
https://bugs.koha-community.org/bugzilla3/show_bug.cgi?id=21895

Any help is appreciated to get this cleared and the releas out the door.
