[Koha] Setting of Library Opening Hours for Closed Reserve

Hi Peter,

at the moment you can only set closed days in Koha, but not the opening 
hours.

There are some bugs open related to adding this feature. A quick search 
brought up those:

*Bug 8133*

hourly loans doesn't know when library closed

Overnight circulation of reference books
