[Koha] Unable to WITHDRAW items after recent upgrades

Hi Steve,

I just checked on master and setting withdrawn from the items tab and 
from the edit items form worked correctly. How is your WITHDRAWN 
authorised value set up? Have you changed it by chance not using numeric 
codes?
