[Koha] Error in Patrons

​Hi,
The structure of our KOHA application is like one main library and sub
libraries as branches.So the main administrator should see all the patrons
from his end.
When I went through the code ,I found that the branch code is set as the
username of administrator in
/usr/share/koha/lib/C4/Utils/DataTables/Members.pm line 59.

The list working fine if we comment the following code
  if(defined $branchcode and $branchcode ne '') {
     push @where_strs, "borrowers.branchcode = ?";
    push @where_args, $branchcode;
 }
Can anyone help on this issue? Is it a config related issue?​
