[Koha] Allow on shelf reserves

Hi Bob,

the new third option was added by bug 15534 for 16.05:

The patches added a third option and changed the descriptions to be more 
precise:

Yes (unchanged, we don't care about availability)
If all unavailable (new behaviour)
If any unavailable (old behaviour)

The former 'no' option allowed a hold as soon as one of the items was 
checked out. With the new behaviour holds will only be allowed when all 
items are checked out/unavailable.
