[Koha] Koha circ & fine rules based on CCODE instead of item type

Hi Christopher,

maybe something to help with the search problem: You can group multiple 
item types together so they appear as 'one' on the advanced search page. 
This feature is using the ITEMTYPECAT authorized value and is set up in 
administration > itemtypes.
