[Koha] Patron Card Creator doesn’t work

Hi Urs,

For the  patron card creator:

- Did you follow the steps described in the manual?
   See: http://manual.koha-community.org/16.05/en/patroncardcreator.html

For emailing new patrons (created in staff client):

I just tested on current master and on our test server (16.05), works 
for me.

- Did you set the system preference AutoEmailOpacUser ?
- What value has AutoEmailPrimaryAddress?
- Can you send other mails (e.g. from Basket)?
