Hi Doug,

at the moment Koha can't control access to files depending on log in,
IP, or similar.

You could make the bibliographic records only visible when accessed from
an IP within the library, but the users could e-mail themselves the
records with the URLs.

So I think you really want to control who is able to access the files
outside of Koha.
