[Koha] IP restrictions not taking effect

Hi,

I am trying to restrict staff logins to one subnet. What I tried is to set"
IP" field in "Modify Library" to "192.168.56.*". But to our dismay, this
did not have any effect. We even tried restricting staff logins to a
particular IP, but even that did not work.

What am I missing here?
