These changes have been made to the draft rules on the wiki:
https://wiki.koha-community.org/wiki/Fundraising

The rules will considered again at the General IRC Meeting
<https://wiki.koha-community.org/wiki/General_IRC_meeting_4_May_2016> to
be held on 4 May 2016 and if approved will be forwarded to Te Horowhenua
Trust with the recommendation that they be adopted.

(The International Koha Fund is maintained by Te Horowhenua Trust in
Levin, New Zealand. The Grants Committee will be a committee of Te
Horowhenua Trust. The Koha Fundraising Committee has the role of
getting money into the Fund. The Grants Committee will be the mechanism
for getting money out of the fund to pay for ongoing development of
Koha. Librarians and others with enthusiasm for fundraising for Koha
are urged to consider joining the Fundraising Committee.)
