[Koha] OPAC not allowed to put a hold if a book is still a shelf

Hi Tim,

as mentioned before AllowOnShelfHolds will help some in preventing holds
on items on the shelf, but there are some limitations to it. It will not
allow holds as long as all items are available on the shelf and also
block item level holds on available items. But as soon as one item on a
record is checked out, holds are possible.

For finding out about holds that require action from the library, you
can check the "holds queue" and "holds to pull" reports on the
circulation module start page. You can also configure Koha to email the
library with the emailLibrarianWhenHoldIsPlaced system preference.
